We had used NoCat several years ago, but found it didn't suit some of our needs. http://nocat.net/ We have more recently started running Captivator-gw for a couple subnets --with good results. http://net.doit.wisc.edu/~dwcarder/captivator/ NoCat was a 'router' and Captivator is a 'switch' before a router.
