Put controls on email, and users will just start using other services (ftp, http, irc, etc) to move thier little bundles of electrons. Sounds to me like you would be fast creating yourself a proverbial leaky dike. Plug one hole, and the water comes pouring out another. Short of pulling the plug, how do you hope to control this??
Let's not forget that the original posting was about a company that currently does not allow e-mail out. It is not reasonable to assume that the users will automatically be provided access to IRC, FTP and the World Wide Web. That said, I am reminded of a comment Marcus made a long time ago ... "I think that it is fundamentally foolish to try to connect 2 networks and expect meaningful exchange of information without opening the danger of meaningful exchange of information." Neil.
