QoS is not a function within IP or IPsec. There are some mechanisms like, for example, RSVP (Resource Reservation Protocol) that give TCP/IP applications a possibility to reserve a minimum of bandwidth or a maximum delay that can be tolerated. Some ISPs offer VPN services on their (Internet) backbones with QoS defined, but the QoS function will then be defined within the carriers, such as Frame Relay or ATM.
