SSL (Apache) <-> Browser

I am having a problem, I have an apache server that refuses certain connections. Firstly, it accepts browsers that have the MS high encryption pack, and sslv2/v3 selected in options. But with the some browsers that require 56bit, it refuses, saying page not found. I have yet to see what really is going on between the server in terms of packet exchanges, the server is in another team. The certificate is signed and from Verisign. Is it the case that the certificate is disallowing 56bit connections ? 40bit connections are allowed. I am using IE 5(some with high encryption and some without). Any info at this stage would be great! Cheers r.
