The value and validity of the certification depends upon the employer. True, a certification or a degree will not guarantee the person has the experience and knowledge to back it up. I've run into people with degrees that surprisingly knew little. However, certifications are, IMHO, a means of getting your foot in the door. Especially if one has very little 'on the job' experience or for the person who does not have the means for a $40,000+ college degree. There are those that are hired through HR and then there are those that get hired and HR have some work to do to make it happen. You're more likely to find those with "brilliance" don't go through HR.
