In addition to a Squid server that others have suggested - you might
also want to consider adding a Socks server to the equation. 

If you configure the firewall to only allow traffic that comes from
either the squid or socks servers and then configure these servers to
allow or deny traffic as it fits your security policy I believe your
issue will be addressed.
