You don't.  If you're not on a contract with, or employed by the Government, it's nearly impossible to hold, much less 
get, a cleared billet.

Pretty much, you're SOL unless somethibg VERY unusual occurs.  The clearing authority has to certify that you have a 
"need to know" before the even START the clearance process, which, depending on the level of clearance, can be quite 
expensive. . .
