why do you assume that what you call black-hats are script kiddies? I personally know this is not the case.I also think you make your own assumptions about the black hat movement and how it relates to script kiddies..IMO one if the biggest reasons that contributes to the movement is the wide proliferation of script kiddies on the internet(due to whitehats).. think about what SKs do the the community
would they not encourage you to think twice about distributing the information that you have discovered? and even think of how important it really is to release the code\information that allows script kiddies the continue on their current path ?
and to say that the infosec industry feeds minds of many black-hats.. i find that an arrogant statement and assumes you can only understand how a computer system works if you have a hat of right color.. do you have some sort of aryan infosec ideal that you are not telling us about?
i should add, that just because you have not seen the code dose not mean it dose not exists, if you have not figured that out yet maybe you should find a new hobby
btw if you go though some of the information on the #phrack website.. you would notice that they do advocate informing vendors.
you can check it out for yourself as soon as the l00ser who is DoSn the site is stooped and he\she will be soon
