An important part left out of that particular article was that the wind farm in question was proposed to be built near restricted airspace at a Naval Weapons Systems training facility: http://online.wsj.com/article/SB10000872396390444712904578024590739979984.html Draw whatever conclusions you will, this seems like a vital piece of information to making a reasonable conclusion.
