A question on foreign CAPTCHA characters and tests for subversive cont ent

Well, don't let the SUBJ: line be too much of a distraction, but
I cannot figure out why Google/Blogger inserts foreign character
CAPTCHA characters at times when posting content to Blog*Spot.

Any ideas?  ;-)
