 Use the "Internet", but set up a "Secure Internet" within that.
Obviously you'll have t have an IP, but completely secure the "Secure Internet", so that you have to VPN into it.
Make use of what's there for now, to create a separate entity entirely.

Make sense this time around?

Given that an internet is a collection of a set of interconnected networks, from what *non* connected network outside this Internet would you VPN in *from*? ;)
