Hello,

A COO is the Chief Operating Officer of a company, who is responsible for
day-to-day operations.  When I was at McAfee Associates, the COO was Bill
McKiernan, and his responsibilities were (as far as I could tell) making
sure the various departments ran at (or under) their budget, approving
various capital expenses including facilities stuff (telco, building,
and so forth) and pouring over the financials with the vice-president
of finance and the comptroller.  Also, non-engineering managers and VPs
(sales, MIS) reported in to his side of the organization.  He was also
involved in the company's initial public offering of stock.

Of course, a COOs role probably varies from company-to-company, as do
the roles of the President and the CEO, and how they related to each
other.

A COW, on the other hand, goes moo.
