the *actual* sitin site has this title for the page

    "Web Sitin Tool -- v4.0, March 2006(updated!)"

(looks like there're already tools do this stuff). it's basically some
javascripts which opens several several files at regular intervals.
coupled with several frames opening still more files.

there was a reported slowdown of the target site (www.pnp.gov.ph)
yesterday. but as of the moment, the target site seems to be behaving
normal.
