What specific evidence would you point to that Bellsouth and Verizon and
Qwest and AT&T are LESS credible than a USAtoday writer with specific motive
to write a sensational story?

God help you if you're ever accused of what amounts to a federal crime by a
person from the MEDIA.

Of course there's no "contract", just an unwritten 
"memorandum of understanding", just like the Mafia rarely had 
a written contract for anything.
