Yes, they are. :-)

On a related note, there have been a few advances in this
area lately:

"Vendor Interoperability Reported Between Quantum Crypto Systems"
http://www.techworld.com/news/index.cfm?NewsID=6040

"Quantum Encryption Key Generated at Record Speed over Fiber"
http://www.physorg.com/news64589539.html

"Los Alamos Successfully Employs Quantum Key Distribution"
http://www.scmagazine.com/uk/news/article/542011/los-alamos-securing-communications/

Of course, there will always be the bad news, too, with the good:

"Feds consider regulation of quantum computers"
http://news.com.com/Feds+mull+regulation+of+quantum+computers/2100-11395_3-5942445.html

Although the last link above refers to quantum "computers" as
opposed to explicitly quantum "encryption", I think we all know
that the governments (esp. the U.S. Government) will actively
control (at at least in this country) their use, distribution,
etc.

The technology sounds very promising, though.

They're ideally placed to use quantum cryptography.
