This has been an issue for *every single* cybersecurity czar so far - the inability of the office to actually get anything done. And this is going to fast become self-fulfilling - another 2 or 3 guys go through, and they're going to have *real* trouble finding a qualified person, because nobody dynamic enough to be able to create change will want a job known industry-wide as a "bang your head against the wall" position.
