Hmm I think the law enforcement hasn't had a problem with this for a
couple of years now:

least not my countries law enforcement.

What would be nice is if the various agencies could use the info sent to
them from Shadowserver and their ilk to bring down the botherders and
actually put them in jail.

It seems the only people who get arrested are noisy-worm writers, a
handful of media-friendly-take-downs of 419'ers, and political
dissidents. I would like it if we were reassured that these new powers
would be used to take down threats to the net, and not just threats to
some government's agendas or used to assuage consumer fears with a few
high profile take-downs.

They should absolutely not be given these new powers if they are going
to help enforce DMCA :-)
