Ummmm, it's not meant to be "Windows on a ROM disk", is it?? It's meant to be a third-party, CD/DVD-ROM-based PXE, circumventing the licensing limitations of the "real" PXE (basically only large OEMs and various very large bulk-licensing program customers are allowed to use MS' CD/DVD-ROM-based PXE, or at least that was how it was back when the Bart-PE project started).
