freedom of speech to say the United States will have to re-examine that
constitutional right as it fights terrorism.

Speaking in Manchester Monday night, Gingrich said the country may need a
different set of rules to reduce terrorists' ability to use the Internet
and free speech to recruit and get out their message.

The former speaker also said he won't decide whether to run for president
until September 2007.

He spoke at the annual Nackey S. Loeb First Amendment award dinner.
