T-Online (the consumer ISP of the ex-telco monopolist) rate limits
their users.  Or more precisely, by default, they enforce rather
strict per-day mail quotas, and also encourage others to drop mail
that is directly sourced from their dial-up IP space (like they do on
their incoming MXes).
