[privacy] U.S. Appeals Court Grants Stay on Warrantless Spying

The Bush administration can continue its warrantless surveillance
program while it appeals a judge's ruling that the program is
unconstitutional, a federal appeals court ruled Wednesday.

The president has said the program is needed in the war on terrorism;
opponents say it oversteps constitutional boundaries on free speech,
privacy and executive powers.

U.S. Judge Anna Diggs Taylor in Detroit ruled Aug. 17 that the
surveillance, which targets communications between people in this
country and people overseas when a terrorist link is suspected,
violates the rights to free speech and privacy, as well as the
separation of powers enshrined in the Constitution.
