Apples and oranges. When the government pays 500 dollars for a hammer
its because they gave the manufacturer a 500 page spec document and
made them guarantee it for use as a hammer, pry bar, or weapon.

It sounds like this is simply a test of commercially available
software, there will be no spec document and they'll be paying the
going rate for whatever software they wind up with (though major
software companies generally provide government discounts).

The rollout will depend on how far down the ladder the project is
actually going to reach. For instance, if you contract with the DoD
you have to implement the security regulations they have for
themselves in any environment in which their data is going to travel
or reside (think healthcare provider). So, will this become a part of
those requirements (DITSCAP/DIACAP)? If so, it will truly be a
far-reaching project indeed, and make the company who's software they
choose will be very well off.
