OK, which is more dangerous - a drunk driver on the interstate moving at the exact same speed as everybody else, or one that is standing out in the center lane trying to figure out why his car just stopped? (Particularly dangerous if traffic isn't heavy, or if it's foggy/rainy - the following driver may not realize that you're *really frikking stopped in the center lane* until it's waaay too late...) And "abnormal steering" may need some interesting interlocking too - I know I've been driving in a way that would look "abnormal" swerving all over the road. That's because it was a dirt road and I was trying to avoid all the potholes and similar. Camrys and potholes don't mix.. ;)
