I second the request for context. I work for a vendor (BigFix) that does (among other things) patch. I was in at least one government bid deal where they had decided the way to fix systems was Phase I, scan, and Phase II use the scan info to drive remediation. We were the remediation tool. The phase I step is totally unnecessary for the way we work, and I considered the whole way they were planning to do things to be bass-ackwards. Now, nothing wrong with using a scanner to double-check your management tool, or vice-versa. You just need to decide that's why you want both.
