I think when lights start getting turned off, pipelines start exploding,
and water damns start overflowing it is time to call in help from NATO
and others.  But simply the defacing or DoS of government websites,
while a problem, isn't as big of a deal as the real bad stuff can be.

The banking angle is interesting though.  I wonder exactly what NATO or
any organization could do in this case.
