I'm pretty sure you'd be surprised by how well the CIA, and other
groups - especially the recently mentioned, newly formed military
intelligence group - are able to carry out their jobs. The fact that
you don't know is quite possibly a byproduct of how well they do them.

As with virtually any company or government the top might appear to be
incompetent but that shouldn't cause you to second-guess the grunts.

Then this might interest you:

"The legacy of the Central Intelligence Agency is one not simply of an
omnipotent spy agency which can learn anything from anyone and pull off
covert operations with ease. The true legacy of the CIA, according to a new
book, is its sheer incompetence."

"Even today, most people think of the CIA as a well-oiled intelligence
machine which can go behind enemy lines and bring back critical information
or execute well-planned covert operations to influence world events.
Neither is quite accurate."
