There are ways to look at malicious traffic without scanning the
hosts(s), and without compromising user privacy by looking into
their packet streams too far -- in fact, we (Trend Micro) offer
a similar service which ISPs could use:

For what its worth, I have no idea exactly how Qwest is doing this,
but I think it is a step in the right direction.
