I guess "officially sanction" are the operative words, as we have been
doing this for YEARS, although PATRIOT could be considered an official
sanction..

Still, the FBI has keylogged systems to get gpg keys, and the AV
industry excludes "law enforcement" trojans from their AV detection
signatures, according to some recent articles.
