You can only filter that which you can see, and there are many ways to make it hard to see what's going over the wire.If it becomes hard to see what's going over the wire, in a significant percentage of the traffic, what will the next Big Brother-inspired move be? Accept for transport only traffic that is in the clear?
Too many companies use VPNs for that to go very far.
