I just started reading it today. These reports spend a lot of their time
stating the blindingly obvious, like explaining that fast flux networks
are often used by criminals. 

I haven't gotten to the meat yet, if there is any. It's just an initial
report so it may be no more than a description of the problem and
statement from various stakeholders (registrars, ISPs, etc) on it.
