Ummmmm -- given that Pietermaritzburg and Durban are both _within_ 
South Africa, HTF is fatter pipe to the rest of the world supposed to 
alleviate intra-country network congestion?

Did the reporter on this story even _think_ about what s/he was writing 
about???
