Actually, this article goes in so many directions that I'm not quite certain of the 
point.  Reading carefully all the way through, he seems to be advocating 
surveillance of beaches or problems, but, since we can't be certain of problems, 
that does seem to reduce, effectively, to a surveillance state ...
