Oh come on.... you need to twist this the right way.  These
are not sno-cone machines.  They are emergency services 
equipment to provide shredded ice to fill cold packs when
they run out of the chemical bag versions.

They could provide cooling to anyone during the heat waves
coming caused by global warming.

These machines can also be used during special events to build
good will by providing sno-cones to kids during the summer
block parties.

They did draw the line at providing funding for a thermal grain
expansion unit that could be used to provide emergency materials
to soak up water during a flood.  It may have been the melted
butter attachment that caused the denial of the popcorn cart. ;-)
