Katz) Subject: would you be willing to send this out to your (in)famous "friends" mailing list? +++++++++++++++ Call For Papers +++++++++++++++ America in the Age of Information: A Forum on Federal Information and Communications R&D July 6-7, 1995 In March 1995, the Committee on Information and Communications R&D (CIC) of the National Science and Technology Council (NSTC) published a Strategic Implementation Plan: America in the Age of Information, that sets forth a strategy for the Federal government's research and development investment in information and communications technologies. This strategy builds on the success of the Federal High Performance Computing and Communications Program. The plan identifies six Strategic Focus Areas to guide Federal research and technology investments in information and communications into the next century: - Global-Scale Information Infrastructure Technologies - High Performance / Scalable Systems - High Confidence Systems - Virtual Environments - User-Centered Interfaces and Tools - Human Resources and Education Refinements to the CIC plan (which is available through the National Coordination Office --see last page) will evolve as the Federal government works with academia and industry in developing agendas to conduct R&D in information and communications technologies and to exploit those technologies for the benefit of all Americans. As part of that process, the Committee is calling on university organizations, professional societies, industrial organizations, other Federal and state organizations, professional societies, and concerned citizens to submit white papers on subjects addressed in the plan, focusing especially on its content and enhancement. All white papers submitted in response to this Call for Papers will be made available to Federal decision makers and are planned to be made available to the public over the Internet. A Forum on Federal Information and Communications R&D will be held July 6-7, 1995 in Bethesda, Maryland. The purpose of the Forum is to obtain community comment on, enhancement to and refinement of the plan in order to address national goals and to be responsive to the needs of the American workforce and citizenry. Authors of selected white papers will be invited to participate in and to present and discuss their papers at the Forum. Topics of particular interest include but are not limited to: * Realistic Technology Expectations for 2000 and beyond. What capabilities in information and communications can be expected in 2000, 2005 and beyond? What are the technical challenges? What will the market place achieve and what should the government support? Results of current technology forecasts efforts are of interest, as are future system architecture, interfaces, integration, and technology alternatives. * Future Applications for Federal Information and Communications R&D. What could new technology enable in 10-15 years that can not be done today? What new applications, industry, or services are enabled? Scope includes: Applications of the individual of the National Information Infrastructure; Grand Challenges in science and engineering for the next millennium; National Challenges to improve quality of life and national competitiveness. * Strategic Focus Areas How do these future applications and technologies influence the Strategic Focus Areas? What science and technology goals and objectives should be established for each of the Strategic Focus Areas? Papers addressing industrial needs, Federal agency mission drivers, academic perspectives, and rationale for Federal investment in specific areas, are of interest. * Implementation Strategy What are the critical R&D paths which will lead to technology a decade from now? What technologies or research may be missing for the Strategic Implementation Plan? Provide more detail for the plan leading to a more complete document. * Other Topics The Forum organizers will entertain suggestions of other topics to be covered in the Forum, relevant to the overall objectives. Responding to the Call * Letters of Intent, which will aid in preparing for the Forum, should include name and title, affiliation, address including e-mail, and the title and topic of the white paper. * White papers should be brief and include the problem statement and concisely stated conclusions. Submissions should not exceed 5000 words. * All papers should be signed by a principal author and accompanied by an appropriate release form or signed copyright agreement. Please indicate with your Letter of Intent, if you need a copy of a release form. Papers will be posted on the Internet WWW for public perusal. * White Papers should be submitted in electronic (diskette or e-mail) and hard copy form to the National Coordination Office(NCO) address below. Schedule: May 17, 1995: Issue Call for White Papers May 30, 1995: Letters of intent to submit white paper due June 6, 1995: White Papers due June 15, 1995: White papers selected for participation in Forum July 6-7, 1995: Forum Location The forum will be held July 6-7, 1995 at the Lister Hill Center of the National Library of Medicine at the site of the National Coordination Office on the campus of the National Institutes of Health, 8600 Rockville Pike, Bethesda, Maryland.
