International Rift Over Consumer Privacy Differences between Europe governments, which favor enacting laws to protect 
consumer privacy online, and the Clinton Administration, which prefers to let electronic commerce industries regulate 
themselves, could delay the much-anticipated evolution of the Internet into a huge international supermarket of goods
