Sorry for the confusion, but obviously your first note is correct.  You are
right to question this "sea change" in handling information on the Net.  It
appears that cable is going with only "warnings" but that our editor in
chief will have his finger on the 'seven second delay" button.  Very
strange.  I wasn't in on the dicussions surrounding this, but I'll be
asking questions.

MSNBC  Statement from MSNBC.COM Editor in Chief Merrill Brown Regarding
Coverage Plans For President Clinton's Testimony Video:

REDMOND, Wash., Sept. 18 /PRNewswire/ -- ``When Congress releases the
video of the President's testimony, MSNBC on the Internet plans to stream
it live on its Web site with a slight delay in order to edit any
inappropriate material. We are implementing the delay due to the
ubiquitous nature of the Internet that allows information to be easily
accessed by children.

Additionally, MSNBC.com will make an unedited transcript available at the
same time as the video. Both the video and the transcript will carry
warnings that the material may contain inappropriate content. After being
streamed live, the video will be archived and clips will be available on
demand. We intend to make the entire video available on demand, but are
reserving the right to make edits.
We are working closely with our colleagues at MSNBC Cable to provide
comprehensive multi-platform coverage of this story. MSNBC Cable will air
the video in its entirety as it becomes available, containing verbal and
on-screen warnings that content may not be appropriate for some
audiences.``
