The FCC just released a working paper that I wrote on Internet 
Interconnection. On the whole, it is a primer on a number of Internet 
interconnection issues (e.g. peering and international cost-sharing 
arrangements). The paper is meant to generate discussion on these topics, 
and I look forward to hearing any thoughts you may have.
