The property rights model is at least as flexible as the government license model; but we have to get it right, not just for SDR but for technologies of the future we haven't even thought of yet. But then, property rights tend to evolve with new needs (this certainly happened with land, e.g.). But lots of hard work needs to be done to get it right.
