David, I friend of mine is Editorial Director of Cablevision in Westchester,
Ch 12. I frequently send him material from your IP list which he uses from
time to time as background for his broadcasts. He has now written me the
following request for information. I would greatly appreciate it if you
would pass it along.

Max Kraus

"I don't know whether your antennae have picked this up, but there are cries
here in New York for shutting down the nuclear plants at Indian Point until
it is certain they can be protected from terrorist attacks. Some of those
wanting it shut down are predictable anti-nuclear activists of long
standing. They are joined, however, by former U.S. Housing Secretary Andrew
Cuomo, now running for Governor of New York, Robert Kennedy, environmental
lawyer, and a large number of area Congresspersons and local government
leaders. A separate petition to the NRC demands a full test of evacuation
plans for the area and, if they are not successful, shutting down of the
nuclear plants.

So this is a highly charged political issue in an area which has considered
Indian Point as a slumbering Vesuvius for decades. I wonder whether the
David Farber web outreach could provide me with some ways of assessing this
situation as I contemplate edtorials for broadcast here. What, for
example, is the time frame for shutting down a plant? When it's "shut
down," could it none-the-less be a worthwhile terrorist target? What about
it's spent rods?

New York City is said to get 20%-30% of its electrical energy from Indian
Point. Westchester gets almost all of it from the Point. (Understood, that
both are connected to a vast grid which could take up the slack, but it
illustrates our considerable dependence on nuclear power.) Is there a good
economic analysis, or several, of the impact of a shut-down?

I could go on with many more questions, but I suspect the Farber net can
supply both answers and questions I haven't even considered. I'd appreciate
some direction, advice, and suggested resources.

Many thanks,

Paul
