Memo warns against use of profiling as defense

A group of senior US intelligence specialists combatting terrorism is
circulating a memo to American law enforcement agents worldwide
cautioning against profiling based on race, nationality or other
characteristics.

Though the US government has identified the 19 men suspected of
carrying out last month's hijackings and terrorist strikes as Arabs,
the four-page memo warns that looking for a type of person who fits a
profile of a terrorist is not as useful as looking for behavior that
might precede another attack. It also suggests that over-reliance on
profiles might be one of the reasons that the attacks of Sept. 11
were not prevented.
