I believe Enron had just three problems:

1) the critical component (information) needed to make a bandwidth a 
market was not available to Enron,

2) there was no compelling incentive for bandwidth owners to 
participate as suppliers of information or bandwidth,

3) they underestimated the people and knowledge in the 
telecommunications industry in every technical, business and 
political dimension that makes it what it is and able to perform 
services, extract revenue and generate value
