Interesting, laast week there was a $5 charge to op-out using the net (free 
if you mailed it in but they warned it takes a long time). Several IPers 
said they did an op-out today free. I just tried and the "We are sorry. 
This service is temporarily unavailable. Please check back again later. ".

Oh well,  actually the real problem is that it should be op-in NOT try to 
op-out
