The forecast is likely an automated dump from a global model (a computer simulation), low resolution, with no correction based on actually observations. As far as I know, Iraq was not active member of WMO (wmo.ch) since the 1980s, and did not share weather observations. I suspect their poor telecom infrastructure is preventing the post-Saddam Iraq from distributing current obs, which civilian Iraqi meteorologists at the Baghdad International Airport have resumed in late May or June. NOAA has a details summary of the climate of Iraq, which explains the brutal temperatures of Iraq.
