I recall being in a USIA film several decades ago that I was forbiden to see...ostensibly because of that legislation. How come the Pentagon can do this? The satellite link, dubbed "C-SPAN Baghdad" within the administration, is to go on the air in a week or two. It begins at a time when guerrilla violence in Iraq is increasing and the White House is revising and accelerating plans to transfer governing authority to Iraqis. Administration officials assert that U.S. news organizations have emphasized violence and setbacks in occupied Iraq while playing down progress.
