I found the last section speaks to the difference in focus between the
Clinton and Bush approaches:

        Sec. 8. RULE OF CONSTRUCTION

        Nothing in this Act shall be construed to authorize or otherwise
        speak to the use of the United States Armed Forces (except as
        provided in section 4(a)(2)) [which I read as providing arms and
        training to insurgents -- tvf] in carrying out this Act.

Section 6 also urges the President to call for a UN Tribunal to try
Hussein for war crimes, but apparently that urging was also unheeded.

In any case, one can read the text of the law and reach one's own
conclusions.
