a few proposed changes in IP policy

I will be adding some prefixes to  the subject line of IP messages.

POL:    - political sensitive messages (all sides not just "left" :-) )
TECH:  technical
NOFD: news of the day
BULT: Hot bulletin
IPOL: Internet politics
IPADM: IP administrative msg

I will NOT guarantee I get it right (and I may forget to label 
occasionally) and this will not start till the weekend. So if you can 
suggest changes let me know or if you think it is a bad idea let me know.
