Currently, an ISP there has to conform to seven dozen of various regulations, and a commercial Website owner has to obtain licenses for providing telecommunication services and for running a mass-media outlet. Watch for added requirements for "telecommunication security" or whatever additional licensing needed to comply with the new decree.
