Translation: state bureaucrats will get more leverage to extort various 
kinds of license fees from ISPs.

Currently, an ISP there has to conform to seven dozen of various 
regulations, and a commercial Website owner has to obtain licenses for 
providing telecommunication services and for running a mass-media outlet. 

Watch for added requirements for "telecommunication security" or whatever
additional licensing needed to comply with the new decree.

In the end, the decree will have no operational impact whatsoever, and 
will simply enrich some embedded crooks.
