Problems can be reduced using procedures like the "two-person rule" used for handling classified information, which means that two TSA employees would need to be corrupt for them to get away with anything, but regular civilian police forces have enough trouble with corrupt cops that it wouldn't be surprising if eventually that control breaks down also. Meanwhile, it's time to add Miami to those airport signs about "Nairobi airport is not secure".
