One result of this has been problems (such as spam) that we did not foresee back in those early days, when mass access to the Network of the sort we have now would have been viewed as improbable science fiction.
The historical and technical linkages between ARPANET and Internet are very tight indeed.

But the packets in 1969 were not internet packets, had no internet addressing, could not have been forwarded to a different network, etc., etc.This is rather like dating television back to Marconi -- a stretch.
