WALLACE Associated Press ATLANTA - A federal appeals court has ruled that fears of terrorism cannot be used as an excuse to search protesters at an annual rally against a U.S. training academy for Latin American soldiers. The Friday ruling by the 11th Circuit Court of Appeals will allow SOA Watch protesters to gather at Fort Benning without having to pass through metal detectors. The court found the practice of routing the protesters through the detectors - which began after the 9/11 terrorist attacks - to be unconstitutional, violating the First and Fourth Amendments. "We cannot simply suspend or restrict civil liberties until the War on Terror is over, because the War on Terror is unlikely ever to be truly over.
